After an ordinance shall have been passed, a complete and accurate copy shall be made by the City Administrator and shall be signed by the Mayor or in his or her absence by the Acting Mayor and deposited with the City Administrator who shall attest, seal, number, file and publish and record it permanently, together with the affidavit of publication.
