(A) The Council shall prescribe rules for its proceedings and provide for the calling of special meetings, but no business shall be transacted, at a special meeting unless it was specified in the call for such special meeting.
(B) The Mayor shall preside at all Council meetings and in his or her absence an Acting Mayor among the members. The Mayor shall preserve order and shall decide questions or order subject to appeal to the Council. He or she may make motions, second motions and he or she may speak on any question, provided that upon demand of any member he or she shall vacate the chair and designate a trustee to preside temporarily. The Mayor shall be entitled to vote like other members of the Council. Minutes of the meetings shall be kept by the City Administrator and when signed by him or her shall constitute an official record of the Council proceedings.
