The City Council shall have regular sessions on the second and fourth Monday of each month at 6:00 p.m., and if such Monday shall fall on a holiday shall have its regular session the next following day and special sessions at any other time the Council may deem proper. All meetings shall be held at the City Hall. All sessions of the Council shall be public.
