(A) The city shall have the authority to plant, trim, spray, preserve, renew and remove public trees and shrubs or cause such work to be done as may be necessary to ensure the safety or preserve the symmetry and beauty of public streets of grounds and to protect public sidewalks, streets and utilities from damage or injury or to control the spread of disease.
(B) In order to secure uniform and continuous planting of trees along such streets and avenues as may be designated by the city master street tree plan, the city may plant trees to fill in bland planting spots in accordance with a master plan.
(C) (1) In order to secure uniform and continuous planting of trees along streets and avenues within proposed new developments, additions to curb and gutter assessments may be made to offset the cost of planting trees on such streets and boulevards. The City Council upon recommendation shall order in the planting of trees of 60% lot occupancy occurs on said streets and avenues, or before if requested by a property owner.
(2) Planting of trees on streets and boulevards shall be the responsibility of the developer or builder.
