The city may keep a Master Street Plan showing the location, size, varieties and species of all trees or shrubs located or to be located on any public right-of-way. No person hereafter shall plant, transplant or remove any of these trees except to a location as shown on the Master Street Plan and unless it is of size and variety specified.
