§ 91.070 PROCEDURES.
   (A)   All bituminous removals shall be saw cut.
   (B)   A minimum of six inches of bituminous and six inches of MN Class 5 or crushed concrete shall be installed on local streets and eight inches of bituminous and eight inches of MN Class 5 or crushed concrete shall be installed on any other street.
   (C)   Bituminous material shall be installed in minimum lifts of three inches and shall include a two-inch wearing course lift.
   (D)   The width of bituminous removal and replacement shall extend a minimum of two feet beyond any portion of the excavation for the utilities.
   (E)   If the existing bituminous surface is cracked or faulted within four feet beyond any portion of the excavation for the utilities, removal and replacement shall extend to the existing crack/fault.
   (F)   Any concrete curbing removed shall be removed and replaced to the nearest joint.
   (G)   Any excavation within three feet of any curb shall be removed to the curb.
   (H)   The contractor or utility company shall warranty all excavated areas against settlement for two years.
   (I)   Backfill material shall consist of existing material that consists of dry clay without any organic or foreign materials. If any organic or foreign materials are present, or if compaction requirements cannot be satisfied, backfill material will consist of controlled density fill and all excavated material will become property of the contractor and disposed of at the contractor’s expense.
   (J)   Backfill material shall be controlled density fill for all trenches that are less than 12 inches wide.
   (K)   Backfill shall be installed in six inch lifts and compacted to a minimum of 95% Standard Proctor Density (SPD).
   (L)   All piping shall be bedded with an aggregate base and covered to a minimum depth of six inches.
   (M)   MN Class 5 road base material shall be compacted to 100% SPD and be within 65% to 102% of optimum moisture.
   (N)   A copy of compaction testing results of the backfill from an independent geotechnical testing laboratory shall be provided to the city to verify that proper compaction has occurred. This does not remove the contractor’s or utility company’s responsibility to fix any settled trenches within the first two years.
   (O)   If a driveway is needed to be removed, it shall be removed to the back of curb as well as the sidewalk crossing plate if the removal is within three feet of either.
   (P)   If the excavation occurs in an area that has been seal coated within the last four years, the contractor or utility company shall seal coat any patched bituminous area.
   (Q)   The city has the right to change or modify any of these criteria based on field observations.
