The owner or occupant of each and every building or tract within the city, abutting any street or alley shall remove all ashes, dirt, rubbish and weeds from the sidewalks, street, boulevards and alleys abutting said building or tract of land and keep said sidewalks, streets, boulevards and alleys clean and free from all such debris.
