Any snow or ice not removed in accordance with §§ 91.035 and 91.036 may be removed by the city at the expense of the owner or occupant of said adjoining lot, by assessing the necessary expenses thereof, along with an administrative fee to be set by resolution of the City Council and applied against said owner in the form of a special assessment.
