(A) Whenever it is necessary to repair any sidewalk, curb, driveway or crossing, the City Administrator shall give written notice to the owner of the lot involved, requiring the same to be repaired within 30 days.
(B) If the repairs are not so made, the city as soon thereafter as practical may make the repairs and assess the cost against the land so benefitted by the repair.
