§ 73.01 PARKING PROHIBITION AND EXCEPTIONS.
   It is unlawful for any person owning, driving or in charge of a vehicle as hereinafter set forth to cause or permit the parking or continuous standing of such vehicles on any public street, alley or other public property within or adjacent to any R-1, R-2, R-3 or R-4 zoned district.
   (A)   No parking shall be allowed at any time of any bus, truck, truck/tractor or tractor/trailer combination or commercial vehicle which has a registered gross weight of 12,000 pounds or more or which is 19 feet or more in length.
   (B)   No parking shall be allowed at any time of any semi-trailer.
   (C)   No person shall allow any bus, truck, truck/tractor or tractor/trailer or commercial vehicle over 12,000 pounds gross weight or which is 19 feet or more in length to be parked on any private property zoned R-1, R-2, R-3 or R-4 unless enclosed in a suitable enclosure, except when utilized for excavation or construction of said property.
   (D)   Exceptions:
      (1)   A bus, truck/tractor or tractor/trailer or commercial vehicle with a registered gross weight of 12,000 pounds or more or which is 19 feet or more in length may be parked in any parking zone so established by City Council; and
      (2)   Said regulations shall not apply to any motor vehicle owned by a public utility, moving company, rental company or similar company while actually being used to service a residence, or to any motor vehicle used in conjunction with an authorized construction site during a period that construction is actually taking place including non-working hours and holidays.
