Permit decisions shall contain written findings for approval or denial which may include, but are not limited to, the following criteria:
(A) The estimated hydrological impact of the proposed geothermal heating system’s operations upon the reservoir and surrounding geothermal heating systems;
(B) The adequacy of provisions for environmental protection and public safety; and
(C) The compliance of the proposed geothermal heating system and its use with this chapter, the City Comprehensive Plan, and all other applicable laws, ordinances and regulations.
