§ 54.03 CONSTRUCTION AND SEVERABILITY.
   (A)   The provisions of this chapter shall be construed to the maximum extent possible as consistent with applicable state statutes and regulations. If the provisions of this section and state law are in conflict, then state law shall prevail.
   (B)   It is the intention of the Council that the provisions of this chapter are severable, and if any provision of this chapter shall be declared unconstitutional or invalid by the judgment or decree of a court of competent jurisdiction, such unconstitutionality or invalidity shall not affect any of the remaining provisions of this chapter.
