(A) When the owner or possessor of any cat shall have failed to comply with the provisions of this article, the animal control officer shall mail or have hand delivered a certified letter to the person responsible and in control of the premises where the violation has occurred containing a brief statement of the reasons for violation of this article and a copy of the applicable provisions.
(B) Failure to comply by abatement of the violation within fourteen (14) days after receipt of the certified letter shall result in a municipal ordinance summons to be issued upon any person owning, or having in his possession, any cat which is in violation of this article.
