§ 6-4-28 ALLOWING CATS TO RUN AT LARGE; PENALTY.
   (A)   It shall be unlawful for any owner or possessor of any cat to allow the cat to run at large, whether wearing a collar and tag or not, within the city limits.
   (B)   Any cat is considered running at large and not under immediate control if it is not on a leash, cord or similar restraint beside a competent person or within six (6) feet of a competent person and obedient to that person’s commands. A cat is under control when it is in a vehicle driven or parked, or confined within the property limits of his or her owner.
   (C)   The owner or possessor of any and all such cats found running at large, whether wearing a collar and tag or not, shall be upon conviction, punished by a fine of up to fifty dollars ($50) for first offense and not more than one hundred dollars ($100) for each subsequent offense. Each day upon which a violation occurs or continues constitutes a separate offense. Punishment for violation shall not relieve the offender of liability and costs provided for herein.
