The rules and regulations governing the Police Department of the city shall be as follows:
(A) The Chief of the Police Department shall at all times be recognized and respected by each member of the department as his commander and superior officer, and in case of the slightest inattention or disobedience of the Chief’s general or special orders by any member of the force, it shall be reported to the Chief of Police.
(B) It shall be the duty of the Chief of Police, with the assistance of his officers, to properly distribute the members of the department over the city, so as to get the best results and the most efficient service.
(C) Should any member of the Police Department fail or neglect, at any time, to arrest or report any person for violating in any manner the laws or ordinances of the city, the member shall be reported, and shall be liable to suspension or discharge.
(D) It shall be the duty of each police officer before he locks up a prisoner to take from the prisoner and turn over to the turnkey any and all monies, arms, etc. found on his person.
(E) Each and every member of the Police Department shall report to the Chief of Police each morning, at or before 9:00 a.m., all nuisances and misdemeanors that may have occurred the previous night, giving the true and correct name of the party offending, and in the case the true and correct name of the party is unknown to the officer making the arrest, every reasonable effort shall be made to ascertain the name. The name shall be entered on all the books of the city in its true form.
(F) Each and every member of the Police Department, upon the arrest of any person for violating the ordinances of the city, for public drunkenness, profane swearing or other misdemeanor, shall require the person to give a valid bond or valid pledge for his appearance at the municipal court at the times as may be designated; otherwise he shall imprison the person.
(G) While on duty each and every police officer shall be in full uniform. The style, etc. of the uniform shall be as may be prescribed by the City Manager. Uniforms shall be kept clean and neatly pressed. Each police officer shall keep his hair neatly trimmed, his face shaved and shall be fully armed as the City Manager may require.
(H) While on duty, all members of the Police Department are strictly prohibited from drinking any kind of intoxicating liquors.
(I) While on duty, no member of the Police Department shall be allowed to take a chair or other seat on the streets, or in anywise lounge or loaf or enter into any conversation with any person except on police business. He must watch the conduct of all unknown or suspicious characters. He must prevent any obstruction of sidewalks or streets, must disperse all crowds of riotous or noisy nature or those disturbing the peace and quiet of the city.
(J) Each member of the Police Department shall at all times conduct himself in a quiet, genteel, and orderly manner, and act with prudence, coolness and judgment, but with a deliberate determination of effecting and strictly enforcing the laws and ordinances ordained and passed by the City Council.
(K) While off duty, all police officers shall be allowed to retire to their respective homes or places of rest, but under no circumstances shall a member of the department be allowed to loiter, loaf, or sit about the streets, or enter any place of ill fame in full or part uniform, except in the discharge of his official duty. No police officer shall wear any part of his uniform except when on duty.
(L) No police officer shall publicly discuss the conduct of any other police officers, but all complaints must be made to the Chief or other officer in charge.
(M) The entire Police Department must report to the Chief at the City Hall as required, at the hour as may be designated by the Chief, for inspection and instruction, and the matter of changing the department shall be done at the time, place, and manner as may be decided by the Chief of Police.
(N) Should any member of the Police Department fail or neglect to obey all rules and regulations herein set forth, he shall be liable to a fine, suspension, or discharge.
