§ 2-1-7 SPECIAL POLICE OFFICERS.
   The City Manager, or his designate, may, upon an emergency or upon apprehension of a mob, tumult or riot, appoint as many special police officers as, in his judgment, are necessary. The special police officers shall be paid such a sum as may be agreed upon for their services while actually employed.
