§ 2-1-5 POWERS AND DUTIES GENERALLY OF POLICE.
   All members of the Police Department of the city shall at all times be subject to the rules and regulations as may from time to time be prescribed by the Chief of Police and the City Council. Each member of the department shall be sworn in and thereupon be invested with all the powers and be subject to all of the duties of constable within the corporate limits of the city or its police jurisdiction. Every police officer shall arrest and may hold in custody by imprisonment in the city jail for a period not exceeding twenty-four (24) hours before trial or hearing, unless the arrest be made on Saturday, in which case it shall not exceed forty-eight (48) hours before trial or hearing, any person who, in view of any officer within the corporate limits, shall be engaged in a breach of the peace, riotous or disorderly conduct, open obscenity, public drunkenness or any conduct grossly indecent.
