§ 2-1-1 COMPOSITION; APPOINTMENT.
   The Police Department of the city shall consist of one (1) Chief, appointed by the City Manager and the number of officers and patrolmen as may from time to time be deemed necessary for the safety and good order of the city. The members of the Police Department shall be appointed by the City Manager.
