§ 1-7-1 NOMINATIONS.
   (A)   All regular and special elections for the offices of Mayor and Council shall be non-partisan general elections pursuant to state law. No political party affiliation shall be placed on any ballot for any candidate.
   (B)   Nominations for the offices of Mayor and Council shall be by statement of candidacy. Such statement shall be filed with the Election Commission no more than ninety (90) but no less than forty-five (45) days prior to the date for the election. Such statement of candidacy shall be accompanied by a fee of one hundred and fifty dollars ($150). However, upon receipt of a sworn affidavit certifying the candidate is a pauper, said filing fee shall be waived.
