§ 9-3-8 DISTRIBUTION OF NEWSPAPERS, ADVERTISERS, CIRCULARS, HANDBILLS, FROM RIGHT-OF-WAY PROHIBITED.
   It shall be unlawful to sell, purchase or distribute newspapers, advertisers, circulars, handbills or other similar literature from or in the roadway or highway (traveled portion of the street). Violation of this offense is punishable by a fine of ten dollars ($10).
