It shall be unlawful for any person under arrest by the city officials or for any prisoner of the city to make or effect his escape or to endeavor to attempt to do so, or for any person to aid, abet, encourage or procure any person under arrest or prisoner to do so. It shall be unlawful for any person except city officials to take anything to do or in any way communicate with any prisoner confined in the guardhouse or at work upon the public works of the city unless leave so to do shall have first been obtained from the City Manager or Chief of Police.
