Except for companies with provisions in contracts in existence on the effective date of this section, all utility companies, in return for the right to use rights-of-way, shall pay a franchise fee of three percent (3%) of gross subscriber revenues to the city. Upon the expiration of the current contracts, however, the franchise business shall immediately fall under the provisions of this article.
