§ 7-6-1 UTILITIES TO SECURE FRANCHISE.
   All utility companies shall secure a franchise agreement from the city for the use of public rights-of-way within the city for the purpose of erecting, constructing, maintaining and operating facilities thereon and thereunder, according to existing city codes and ordinances, and any other special franchise agreements which may be separately negotiated.
