Each driver of a taxicab shall be required to have a taxicab driver's permit issued by the City Manager before driving any taxicab on the streets of the city. The taxicab driver's permit shall be valid for one (1) calendar year, beginning July 1, and shall expire on the same date as the business license. The taxicab permit shall be purchased at the cost of twenty-five dollars ($25).
