(A) It shall be unlawful for any person, owner or operator of a pocket billiard room or poolroom in the city to allow any person under eighteen (18) years of age to loiter in the pocket billiard room or poolroom or to play pocket billiard or pool, unless accompanied by a parent or legal guardian.
(B) The burden of proof shall rest with the operator or owner of the pocket billiard room or poolroom, that the person is so desiring to participate shall come within the required age limits of this section.
