§ 7-3-3 SAME; INVESTIGATION OF APPLICANT.
   Upon receipt of the application, the Chief of Police shall make all necessary investigation to determine if in fact the solicitation is for the cause stated, and that the solicitation is not conducted primarily for the private profit of the promoters.
