It shall be unlawful for any person to keep, maintain or have in his possession upon his premises within the city any hogs or cows; provided, however, that any person may apply to the Police Department for a permit to maintain and keep upon his premises hogs or cows, and may be permitted upon application to keep or maintain hogs or cows; provided further, that in no case may any person keep, have or maintain any hogs upon his premises within three hundred (300) feet of the home or living quarters of any other person within the city, nor any cows upon his premises within one hundred and twenty-five (125) feet of the home or living quarters of any other person within the city.
