Whenever, any principal dwelling or building is erected or located in the City of Dillon subsequent to the effective date of this ordinance, it will be the duty of the owner or owners to obtain the correct address from the designated authority for the property, and to immediately attach the number or numbers to the building as provided by this ordinance. No building permit shall be issued for any dwelling or building until the owner has obtained the official address from the designated authority.
