(A) It is the intent of this section of the ordinance to encourage and regulate the erection of townhouse dwelling units in R-12, R-7, R-5, MH and B-2 Districts, subject to conditions and safeguards which will promote the purpose of zoning and the City of Dillon Comprehensive Plan for one-family attached dwellings, known as townhouses.
(B) Townhouse developments are allowed in the R-12 district only as a conditional permitted use, after approval of the townhouse development plan by the Planning Commission.
