§ 5-5-22 GENERALLY.
   (A)   Natural Gas. When gas lines are to be located in a road right-of-way, where possible, such lines shall be located outside the portion of the road to be surfaced to prevent having to cut into the paved surface to serve abutting properties.
   (B)   Water Supply. If a water system is installed in a subdivision, water mains valves, and fire hydrants shall be installed according to plans and specifications approved by the City of Dillon Public Works Director and DHEC. When the water line is located in a road right-of-way and it will be necessary to cut into the road surface to serve the abutting lots, a connection shall be stubbed out to the property line to serve each lot prior to surfacing the road.
         (1)   After approval of a preliminary subdivision plat by the City of Dillon Planning Commission for proposed development of property for residential detached single-family dwellings, and prior to receiving a final subdivision plat approval, If and when a public water main is located within one-thousand (1,000) feet of said property being subdivided as a major subdivision as defined in Title 5, Chapter 5, Article C, § 5-5-11 of the City of Dillon Code of Ordinances, then the city shall provide the labor and pay all costs related to city engineering fees for extension and installation of the public water main made by city employees in the public rights-of-way to and within the proposed detached single-family dwelling major subdivision; provided, however, that the developer shall make provisions beforehand to supply all construction materials to the city and pay all costs and expenses (excluding city labor and city engineering costs) incurred with the construction, extension and installation of the city’s public water main to and within the proposed detached single-family dwelling major subdivision.
         (2)   For all types of major subdivisions as defined in Title 5, Chapter 5, Article C, § 5-5-11 of the City of Dillon Code of Ordinances (excluding detached single-family dwellings major subdivisions), the developer shall install water main lines at their own expense to the undeveloped land and be responsible for all associated costs in accordance with plans and specifications which must first be approved by the City of Dillon Public Works Director and DHEC.
         (3)   The developer shall be required to connect to the system for the purpose of providing a central water supply system capable of providing for domestic water use and fire protection to the subdivision. Where the accessible public main is six (6) inches or greater in diameter, distribution lines shall be at least six (6) inches except along permanent cul-de-sacs or circles less than one thousand (1,000) feet in length where smaller lines may be permissible if approved by the appropriate utility entity.

   (C)   Sanitary Sewerage. If a sanitary sewer is installed in a subdivision, sanitary sewers shall be installed according to the plans and specifications approved by the City of Dillon Public Works Director and DHEC. When the sewer line is located in a road right-of-way and it will be necessary to cut into the road surface to serve the abutting lots, a connection shall be stubbed out to the property line to serve each lot prior to surfacing the road.
         (1)   After approval of a preliminary subdivision plat by the City of Dillon Planning Commission for proposed development of property for residential detached single-family dwellings, and prior to receiving a final subdivision plat approval, If and when a sanitary sewer system is located within one thousand (1,000) feet of said property being subdivided as a major subdivision as defined in Title 5, Chapter 5, Article C, § 5-5-11 of the City of Dillon Code of Ordinances, then the city shall provide the labor and pay all costs related to city engineering fees for extension and installation of a sanitary sewer system made by city employees in the public rights-of-way to and within proposed detached single-family dwelling major subdivisions; provided however, that the developer shall make provisions beforehand to supply all construction materials to the city and pay all costs and expenses (excluding city labor and city engineering costs) incurred with the construction, extension and installation of the city’s sanitary sewer system to and within the proposed detached single-family dwelling major subdivision.
         (2)   For all types of major subdivisions as defined in Title 5, Chapter 5, Article C, § 5-5-11 of the City of Dillon Code of Ordinances (excluding detached single-family dwellings major subdivisions), the developer shall install sanitary sewer lines at their own expense to the undeveloped land and be responsible for all associated costs in accordance with plans and specifications which must first be approved by the City of Dillon Public Works Director and DHEC.
         (3)   The subdivider shall be required to connect to the system for the purpose of providing a central sanitary sewerage system capable of providing domestic sewerage facilities to the subdivision.
         (4)   All other types of major subdivisions undeveloped land, outside but contiguous to the city limits of Dillon shall annex said property into the city limits prior to property being subdivided as a major subdivision as defined in Title 5, Chapter 5, Article C, § 5-5-11 of the City of Dillon Code of Ordinances.
         (5)   The owner or owners of undeveloped land, outside but not contiguous to the city limits of Dillon desiring to extend the city’s public water mains and/or sanitary sewer system to and within a new subdivision must do so at the expense of the developer in accordance with plans and specifications which must first be approved by the City of Dillon Public Works Director and DHEC.

   (D)   Sewage Disposal. Prior to the construction of any community sewage disposal system, the location, size, plans, and specifications of such a facility shall be approved by the City of Dillon Public Works Director and DHEC.
   (E)   Road Grading and Surfacing. Road grading, base preparation and surfacing shall be carried out by a subdivider in a manner which shall be acceptable to the appropriate state and local governing authorities. Following approval of a preliminary plat by the Planning Commission, all contractors undertaking road grading and surfacing improvements shall first obtain applicable local and state permits prior to commencing such improvements.
   (F)   Storm Drainage. A storm water drainage system composed of natural and man-made elements shall be designed by persons licensed by the South Carolina Board of Registration for Professional Engineers and Land Surveyors and constructed by the developer so as to prevent loss of life and/or property damage due to runoff from any foreseeable rainfall event. Also, the system shall be designed and constructed so as to provide an acceptable degree of access to all properties during and following frequent rainfall events. All plans and specifications shall be approved by the City of Dillon Building and Zoning Department.
   (G)   Road Name. Road name signs which meet city specifications shall be installed by the subdivider at all intersections within a subdivision prior to final plat approval. The location and design shall be approved by the appropriate city official.
   (H)   Road Maintenance. Where subdivision roads are not to be dedicated to the state or city for public maintenance, subdividers shall install and maintain signs that meet city specifications at the beginning of the private subdivision roads which state State/City Maintenance Ends. All required signs must be installed prior to final plat approval.
   (I)   Lot Arrangement. the lot arrangement shall be such that there will be no foreseeable difficulties, for reasons of topography or other conditions in securing building permits to build on all lots in compliance with health regulations and in providing driveway access to buildings on such lots from an approved road.
   (J)   Lot Drainage. Lots shall be laid out, in accordance with the Southern Standard Building Code, so as to provide positive drainage away from all buildings, and individual lot drainage shall be coordinated with the general storm drainage pattern for the area. Drainage shall be designed so as to avoid concentration of storm water from each lot to adjacent lots.
