No plat of the subdivision of any land within the incorporated areas of the City of Dillon shall be filed with or recorded by the Clerk of Court of Dillon County until such plat shall have been submitted to and approved by the City of Dillon Planning Commission or designee according to the procedures set forth, in this ordinance. No road or other way or land shall be accepted or maintained, nor shall any water lines, sewerage, road lighting or similar improvements be extended or connected, nor shall any permit be issued by any department of the city for any building or other improvements in any subdivision established hereafter which has not been approved by the City of Dillon Planning Commission and met such requirements as prescribed by the city governing body.
