The City Manager shall designate, by letter filed with the Clerk, a qualified administrative officer of the city to perform his duties during the temporary absence or disability of the City Manager. In the event of the failure of the manager to make the designation, the Council may, by resolution, appoint an officer of the city to perform the duties until the City Manager shall return or his disability shall cease.
