(A) The City Manager shall be the chief executive officer and the head of the administrative branch of the city government. He shall be responsible to the Council for the proper administration of all affairs of the city, except as otherwise specifically provided by law. He shall:
(1) Have the power to appoint and, when necessary, remove all officers and employees of the city except as otherwise provided by law and except as he may authorize the head of a department or office to appoint and remove subordinates in that department or office.
(2) Recommend to the Council the appointment of officers of the city required by law to be elected by the Council. He shall recommend the removal or suspension of any officers when removal or suspension shall be consistent with the best interest of the city. The recommendations shall be presumed to be correct and shall be accepted by the Council unless it shall appear that the City Manager shall have abused his discretion and power in making the recommendation. All recommendations for appointment or approval shall be based solely upon merit and upon the qualifications of the applicant.
(3) See that the ordinances, resolutions, and regulations of the Council are faithfully executed.
(4) Prepare the budget annually and shall submit it to the Council. He shall be responsible for its administration after adoption.
(5) Prepare and submit to the Council as of the end of the fiscal year a complete report on the finances and the administrative activities of the city for the preceding year.
(6) Attend all meetings of the Council and shall recommend for adoption measures as he may deem expedient.
(7) Make reports to the Council from time to time upon the affairs of the city and shall keep the Council fully advised of the city's financial condition and its future financial needs.
(8) Perform other duties as may be required of him by the Council.
(B) The City Manager shall act as purchasing agent for the city and shall purchase all merchandise, material, and supplies. He shall approve all vouchers for the payment of purchases prior to payment and the Finance Director shall co-sign with the City Manager the vouchers prior to payment.
