5-4-65-14   Off-Street Parking.
      (A)   Off-Street Parking Required. Permanent off-street parking spaces shall be provided at the time of the erection, enlargement, change in use, or increase in capacity of any building. The number of spaces required shall conform to the standards of this section. Each application for a building permit, zoning permit, or certificate of occupancy shall include a plan showing the space reserved for off-street parking and the means of ingress to and egress from such space. This information shall be in a format sufficient for the Code Enforcement Director to determine if the requirements of this section are met.
      (B)   Travel or Camping Trailers.
         (1)   Not more than one (1) travel or camping trailer for each family living on the premises shall be permitted on a lot in the PD Plan Development District.
         (2)   Travel or camping trailers are allowed to be parked or stored only in the rear yard and side yard on a lot in the PD Plan Development District.
         (3)   No travel or camping trailers shall be permitted to be parked within the front yard on a lot in the PD Plan Development District.
         (4)   Travel or camping trailers shall not be occupied temporarily or permanently while parked or stored in the PD Plan Development District.
      (C)   Commercial Vehicles. No commercial trailers or tankers used for hauling explosives, gasoline, hazardous materials, or liquefied petroleum products shall be permitted to be parked or stored in the PD District. Accessibility parking areas shall meet the requirements of the South Carolina Board for Barrier-Free Design for accessibility to disabled persons in relation to parking spaces and sizes.
      (D)   Size of Parking Space. The parking space for each vehicle shall consist of a rectangular area having dimensions of not less than nine (9) feet wide by nineteen (19) feet long.
      (E)   Minimum Off-Street Parking Requirements. These standards are minimum; a developer should provide the number of spaces necessary to adequately accommodate parking for the planned use.
Bed and breakfast inn
Two (2) spaces for the owner, plus one (1) space for each room for rent
Group home
One (1) space for each resident advisor, plus one (1) space for each agency vehicle used to transport clients
Home occupation
One (1) space for each one hundred (100) square feet of space devoted to the home occupation, plus the normal residential requirement
Public utility building
One (1) space for each two hundred (200) square feet of floor space available to the public, plus one (1) space for each employee
Single-family dwelling
Two (2) spaces
Bank
One (1) space for each three hundred (300) square feet of gross floor space, plus one (1) space for each two (2) employees
Convenience store
One (1) space for each two hundred (200) square feet of floor area
Day care facility
One (1) space for each adult attendant
Medical or dental office
One (1) space for every one hundred fifty (150) square feet of floor area, plus one (1) space for each doctor and employee
Office and professional building
One (1) space for each two hundred fifty (250) square feet of gross floor area
Public utility building
One (1) space for each two hundred (200) square feet of floor area available to the public, plus one (1) space for each employee
Retail store
One (1) space for each two hundred (200) square feet of floor area used for sales, plus one (1) space for each two (2) employees
Sales and service businesses
One (1) space for each two hundred (200) square feet of floor area available to customers, plus one (1) space for each two (2) employees
Shopping center
Five and one-half (5-1/2) spaces for every one thousand (1,000) square feet of gross leasable floor space
