§ 1-4-8 GRIEVANCE PROCEDURE FOR HANDICAPPED.
   (A)   The following grievance procedure is established to meet the requirements of the Federal Revenue Sharing Act. It should be used by any individual who wishes to file a complaint alleging discrimination on the basis of handicap by the city.
      (1)   The grievance should be in written form and contain as much information as possible about the alleged discrimination (name, address, phone number, location and description of problem, etc.).
      (2)   Individuals with visual or motor impairments will be granted alternate methods, such as a personal interview or tape recording, for submission of a grievance.
      (3)   The grievance should be submitted by the grievant or his designee within thirty (30) calendar days of the alleged violation to: City Clerk. P.O. Drawer 431, Dillon, South Carolina 29536; phone number 774-2431; office hours 8:00 a.m. - 5:00 p.m., Monday through Friday.
   (B)   Within fifteen (15) working days of receipt of the complaint, the City Clerk will respond in writing (or a method understood by the complainant) to the complainant and/or his or her designee. The response will offer a resolution, or explain the position of the city with respect to the complaint.
   (C)   If the response by the City Clerk does not satisfactorily resolve the issue, the complainant or his designee may request a hearing, to be held within fifteen (15) working days of receipt of the response, before the City Council. Within thirty (30) calendar days of the hearing, the complainant or his designee will receive the final resolution in writing (or a method understood by the complainant) as proposed by the City Council.
   (D)   All complaints received by the City Clerk and responses from the City Council will be kept by the city for a period of three (3) years. These documents may be requested by the Office of Revenue Sharing should an investigation into alleged discrimination on the basis of handicapped status be initiated.
