§ 1-4-6 PARTICIPATION ON PART OF CITY EMPLOYEES IN SOUTH CAROLINA RETIREMENT SYSTEM.
   (A)   The City Council, by appropriate resolution, passed on June 29, 1947, has approved the inclusion of the employees of the city in the South Carolina Retirement System, as provided for in the Retirement Act passed at the 1945 Session of the South Carolina General Assembly and as amended thereafter, and has agreed to comply with the requirements of the Act and the rules and regulations of the Retirement Board.
   (B)   The action of the City Council, as expressed by the resolution, is hereby ratified and confirmed by ordinance and the obligations assumed by the city, in connection with the inclusion of its employees in the South Carolina Retirement System, are hereby confirmed and accepted.
   (C)   This action of the city shall not be modified or rescinded except in accordance with the statutes of the state, now or hereafter passed, in connection with the retirement system and the rules and regulations now and hereafter promulgated by the Retirement Board. No action shall be taken by the city to alter, modify or abrogate the terms of the resolution passed except by ordinance. Before any City Council shall consider the passage of such an ordinance, the people shall be given notice by official advertisement for a period of not less than thirty (30) days before final action is taken.
   (D)   The City Manager is authorized and empowered to deduct from all earnings of city employees the necessary percentage of each employee's salary and to make all payments on behalf of the city.
