5-4-59-4   Off-Street Parking Requirements.
      (A)   Off-Street Parking Required. Permanent off-street parking spaces shall be provided at the time of the erection, enlargement, change in use, or increase in capacity of any building. The number of spaces required shall conform to the standards of this section. Required parking spaces may be provided on properly graded and improved open space or in a parking structure. Each application for a building permit, zoning permit, or certificate of occupancy shall include a plan showing the space reserved for off-street parking and the means of ingress to and egress from such space. This information shall be in a format sufficient for the Code Enforcement Director to determine if the requirements of this section are met.
      (B)   Combination of Required Parking Space. The required parking space for any number of separate uses may be combined in one lot, but the required space assigned to one use may not be assigned to any other use, except that one-half (1/2) of the parking spaces required for churches, theaters, or other uses whose peak attendance will be at night or on Sundays may be assigned to a use which will be closed at night or on Sundays.
      (C)   Remote Parking. If the off-street parking space required by this ordinance cannot be reasonably provided on the same lot on which the principal use is located, such space may be provided on any land within four hundred (400) feet of the principal use; provided that such land is in the same ownership as the principal use or has been legally restricted for parking in connection with the principal use.
      (D)   Design of Parking Area. All off-street parking shall be designed so that vehicles can turn around within the area and enter the street, road, or highway in such a manner as to completely eliminate the necessity of backing into the street, road, or highway. Accessibility parking areas shall meet the requirements of the South Carolina Board for Barrier-Free Design for accessibility to disabled persons in relation to parking spaces and sizes.
      (E)   Size of Parking Space. The parking space for each vehicle shall consist of a rectangular area having dimensions of not less than nine (9) feet wide by nineteen (19) feet long; provided that not more than twenty percent (20%) of the spaces may be designed for compact vehicles and may have dimensions of eight (8) feet wide by sixteen (16) feet long. Aisles for ingress and egress to parking spaces shall be at least twenty (20) feet in width for head-in lot arrangements and fifteen (15) feet in width for angled lot arrangements.
      (F)   Minimum Off-Street Parking Requirements. The following minimum number of spaces shall be provided in the B-2 District. These standards are minimum; a developer should provide the number of spaces necessary to adequately accommodate parking for the planned use.
Auditorium and theater
One (1) space for each four (4) seats
Bank
One (1) space for each three hundred (300) square feet of gross floor space, plus one (1) space for each two (2) employees
Church or place of worship
One (1) space for each four (4) seats in the sanctuary or assembly room
Convenience store
One (1) space for each two hundred (200) square feet of floor area
Day care facility
One (1) space for each adult attendant
Dwelling, single-family and two-family
Two (2) spaces for each dwelling unit
Dwelling, multi-family
One and one-half (1-1/2) spaces for each dwelling unit
Funeral home
One (1) space for each vehicle owned, plus one (1) space for each four (4) seats in the chapel or parlor, plus one (1) space for each employee
Hospital
One (1) space for each patient bed, plus one (1) space for each staff doctor, plus one (1) space for each two (2) employees
Hotel, motel, or tourist court
One (1) space for each room to be rented, plus one (1) space for each three (3) employees, plus requirements for any other use associated with the establishment
Indoor and outdoor commercial
One (1) space for each one hundred and eighty (180) square feet of floor or ground area, or one (1) space for each four (4) seats, whichever is needed, plus one (1) space for each two employees
Medical or dental office
One (1) space for every one hundred fifty (150) square feet of floor area, plus one (1) space for each doctor and employee
Nursing home, retirement homes
One (1) space for each five (5) beds intended for patient use
Office and professional building
One (1) space for each two hundred fifty (250) square feet of gross floor area
Public or private club
One (1) space for each two hundred (200) square feet of gross floor space
Public utility building
One (1) space for each two hundred (200) square feet of floor area available to the public, plus one (1) space for each employee
Restaurant
One (1) space for each three (3) seats, plus one space for each two (2) employees
Retail store
One (1) space for each two hundred (200) square feet of floor area used for sales, plus one (1) space for each two (2) employees
Sales and service businesses
One (1) space for each two hundred (200) square feet of floor area available to customers, plus one (1) space for each two (2) employees
Service station
One (1) space for each car stored, plus one (1) space for each employee
Shopping center
Five and one-half (5-1/2) spaces for every one thousand (1,000) square feet of gross leasable floor space
Stadium
One (1) space for each four (4) spectator seats
