§ 1-4-1 CREATION OF OFFICERS AND DEPARTMENTS, ORGANIZATIONAL CHART ESTABLISHED.
   (A)   The City Council may, by ordinance, create, change and abolish offices, departments or agencies of the city government upon the recommendation of the City Manager or may, in accordance with such recommendations, assign additional functions and duties to such officer, departments, and agencies. The head of each department shall be designated the director thereof, and shall have supervision and control over his department, subject, however, to the direction of the City Manager.
   (B)   There are hereby established and created other offices and departments for the city as follows: (1) Police Department; (2) Fire Department; (3) Finance Department; (4) Services Department; (5) Utilities Department; (6) Parks and Recreation Department; (7) Code Enforcement Department; and (8) Water/Sewer Department.
   (C)   Persons appointed to these departments and offices shall be responsible for the functions and duties as prescribed in this Code and other duties as the City Manager may from time to time determine.
   (D)   The City of Dillon, South Carolina, organizational chart is hereby established to show lines of authority and the chain of command under the Council-Manager form of municipal government. The departments and divisions of the city as depicted on the chart are hereby created.
