§ 4-4-15 DEPOSITS.
   (A)   Each new customer obtaining a water and/or sewer connection shall make a deposit as follows: Set-up fee, twenty-five dollars ($25) (non-refundable).

      (1)   Definition of new customer shall mean when any water and/or sewer account is turned on and given a new account number.

   (B)   Each new customer obtaining a water and/or sewer connection shall make a cash deposit to be held without earning interest in the amount of seventy-five dollars ($75) as security to ensure payment of utility bills and said deposit shall be returned to user upon presentation of deposit receipt within a period of thirty (30) days after discontinuance of utility service. Should an outstanding bill for water and service exist then that amount of outstanding balance will be deducted from the security deposit with the remainder returned to the depositor. This applies to all units with cut-off valves, otherwise the owner will be responsible.
