§ 4-4-12 PARTIAL PAYMENTS.
   In the event that a customer makes partial payments to the city, the city reserves the right to credit that customer's accounts according to the following priority:
      (A)   Arrears penalty;
      (B)   Household tax;
      (C)   Garbage fees;
      (D)   Sewer;
      (E)   Water.
