(A) The city shall maintain a comprehensive development map showing the location of future development. Upon approval of the city engineer, all extensions in compliance with the comprehensive development map shall be authorized. The size of the lines to be used in the construction of extensions shall in every case be determined by the city engineer.
(B) No collector lines shall be constructed in any new subdivision street or in any undedicated street until such street has been approved by the proper authority and all ordinances and code requirements have been complied with.
(C) Before collector lines are laid in a new subdivision, the subdivider shall furnish the city with a record plat or plan of the subdivision and construction drawings approved by the city engineer, and the plat or plan shall have been recorded in the Dillon County recorder’s office.
(D) Line extensions made off of new lines constructed by city employees will be subject to tap fees, based upon front foot assessments as spelled out in Chapter 4.

Prior to commencing construction on any project enumerated in this section, the city shall first obtain a “permit to construct” for said project from the Industrial Wastewater Division of DHEC. A final inspection and “permit to operate” shall be obtained from DHEC prior to putting the constructed project into service.
