It shall be unlawful and a violation of this chapter for any person to damage, deface, alter, change or tamper with the city's stormwater system; and upon conviction, said person shall be guilty of a misdemeanor and punished by a fine of up to five hundred dollars ($500) and/or sentenced to serve up to thirty (30) days; and such person shall be subject to paying full costs incurred by the city as a way of restitution.
