(A) The Utilities Director is hereby directed, prior to final approval of any newly installed sewer system and/or reconstructed sewer, to require that any and all contractors or developers cause to be made photographs of the entire sewer system installed, showing thereby that the sewer system has been constructed upon a sound engineering basis, is free of any and all accumulations of foreign substances, is of sound workmanship, and that the passage of and flow of sanitary sewage is free and clear. If, at the discretion of the Utilities Director, the sewers are large enough, a visual inspection shall be made and a report of such inspection submitted to the city as a permanent record.
(B) The Utilities Director, upon inspection of such photographs and/or visual inspection reports, if satisfied that such sewer is free and clear of all foreign substances and is of sound workmanship, and if there is nothing present to prevent free flow of sewage, is hereby authorized to approve the same as a final inspection, placing in safekeeping all photographs and/or inspection reports for future reference by the city.
(C) The cost of such photographing and photographs and/or inspection reports shall be paid for entirely by the contractor or developer of such land and/or sewer system, and such photographs and/or inspection reports shall remain the property of the city.
(D) Should it not be feasible to conduct the above described photographic and visual inspections, the Utilities Director may allow an alternative method if it provides sufficient documentation for a determination of the acceptability of construction.

Prior to commencing construction on any project enumerated in this section, the city shall first obtain a “permit to construct” for said project from the Industrial Wastewater Division of DHEC. A final inspection and “permit to operate” shall be obtained from DHEC prior to putting the constructed project into service.
