(A) The City of Dillon (the "city"), is an incorporated municipality located in Dillon County, South Carolina, and as such, possesses all powers granted to municipalities by the Constitution and Laws of the State of South Carolina, including the powers enumerated in S.C. § 5-7-30, relating to the regulation of streets, markets, and public health.
(B) This article is added to promote, protect, and provide for the health, safety and welfare of the City of Dillon and its citizens.
(C) This article is necessary and proper due to the following:
(1) The city currently lacks an ordinance prohibiting and restricting the use of synthetic marijuana;
(2) The absence of such ordinance may allow for the increased prevalence of synthetic marijuana usage and dangers associated therewith in the city;
(3) The adoption of ordinances related to the prohibition of synthetic marijuana shall provide law enforcement with the necessary ordinances to prevent drug use and drug-related crimes in the city;
(4) The prevention of drug use and drug-related crimes shall promote the public health, safety, order, appearance and general welfare of all citizens by providing for a safer and healthier city.
