§ 9-5-1 FINDINGS OF FACT.
   (A)   The City of Dillon (the "city"), is an incorporated municipality located in Dillon County, South Carolina, and as such, possesses all powers granted to municipalities by the Constitution and Laws of the State of South Carolina, including S.C. § 5-7-30, relating to the regulation of streets, markets, and public health.
   (B)   After a careful study of the issue, the City Council of the city ("Council") has determined that various preparations of the chemicals Methylone, Mephedrone, Methoxymethcathinone, Methylenedioxypyrovalerone, and Fluoromethcathinone are being created, manufactured, marketed, sold, distributed, possessed, and used within the municipal limits of the city. Such substances are well documented as dangerous "synthetic" or "designer" drugs and pose real and present danger to public health in the city.
   (C)   None of Methylone, Mephedrone, Methoxymethcathinone, Methylenedioxypyrovalerone, and Fluoromethcathinone is a scheduled substance or is otherwise prohibited by state or federal law as to manufacture, sale, possession, or use.
