Grease, oil, and sand interceptors or other necessary removal facilities shall be installed on the premises when in the opinion of the city, they are necessary for the proper handling of liquid wastes containing grease in excessive amounts, high concentrations of blood, fruit, vegetable, or grain liquors, milk wastes, or any flammable wastes, sand, and other harmful ingredients. All interceptors or removal facilities shall be of a type and capacity approved by the city and shall be so located as to be readily and easily accessible for cleaning and inspection. Where installed, the owner shall maintain oil and sand interceptors at his or her expense, in continuously efficient operation at all times.
