§ 154.155  ACTION BY COMMISSION.
   (A)   Under no circumstances shall the Commission grant a variance to allow a use not permissible under the terms of this subchapter in the district involved, or any use expressly or by implication prohibited by the terms of this subchapter in said district.
   (B)   The Commission shall make a decision to approve, conditionally approve, or disapprove the application within 15 days after conclusion of the public hearing and issue its decision together with the reasons therefor. The Commission shall review the application, all supporting documents and plans, and recommendations of city staff in making their decision. If the Commission fails to act upon the application within said 15-day period, the application shall be deemed approved by the Commission.
   (C)   The Administrator shall give the applicant written notice of the Commission’s decision by mail within ten days after the Commission has reached a decision.
