(A) Location of parking spaces. The following regulations shall govern the location of off-street parking spaces and areas:
(1) Parking spaces for all single-family dwellings shall be located on the same lot as the use for which they are intended to serve; and
(2) Parking spaces for commercial, industrial, multi-family, or institutional uses shall be located not more that 300 feet from the principal use.
(B) Maintenance. The owner of the property used for parking and/or loading shall maintain such area in good condition without holes and free of all dust, trash, other debris, and snow.
(C) Surfacing. All required parking and loading spaces, together with driveways, aisles, and other circulation areas, shall be surfaced with asphalt, concrete, compacted gravel, or other dustless material.
(D) Drainage. All parking and loading areas shall provide for on-site drainage of surface water to prevent the drainage of such water onto adjacent properties, walkways, or into the public rights-of-way.
(E) Lighting. Any parking area that is intended to be used during non-daylight hours shall be properly illuminated to avoid accidents. Any lights used to illuminate a parking lot shall be so arranged as to direct the light away from the adjoining property.
