The Council of the city are hereby given full and complete control over all trees growing within the confines of the city limits, outside of the property lines of the respective lots and acreage, and the Council shall also have the power to require the owner of the lots adjoining such trees to remove at such owner’s expense any such tree which, in the opinion of the Council, are a menace to life or property. Except as above provided, it shall be unlawful for the owner of such trees or anyone else to remove, cut, or otherwise mutilate such tree without the consent of the Council.
