(A) Every block shall be so designed as to provide two tiers of lots, except where lots back onto an arterial street, natural feature, or subdivision boundary. Blocks shall not be less than 300 feet long in all cases, nor exceed 600 feet in length.
(B) The length, width, and shape of blocks shall be determined with due regard to adequate sites suitable to the special needs of the type of use contemplated.
(1) The zoning requirements as to lot size and dimensions;
(2) The need for convenient access, circulation, control and safety of street traffic; and
(3) The limitations and opportunities of topography.
